Because safety is judged on defensibility, not academia. When a regulator investigates, they ask who was competent, what they knew, what they did about it and whether it was documented. A nationally recognised AQF Level 5 diploma is the benchmark employers and insurers use to answer that question, which is why it sits behind most Head of Safety and HSEQ roles in the country.
It is one of the last well-paid Australian professions where the vocational qualification is the senior qualification. Degrees exist, but they rarely outrank a diploma plus a documented delivery record, because safety is assessed on evidence of practice.
